Annual Meeting
ChALC Annual Meeting 15th October 2026
The 2026 Annual Meeting was held at Cheshire View, Christleton and attended by some 70 delegates representing 35 councils.
Prior to the Annual Meeting itself attendees enjoyed a delicious finger buffet whilst networking with others and browsing the the information stands: -
As last year, a competition to encourage participants to visit every stand was carried out. 24 completed forms were submitted and the winner was a representative from Neston Town Council who won 2 free ChALC training sessions (worth £50)
Guest Speaker
Jonathon Owen, Chief Executive, National Association of Local Councils (NALC) – who was delighted to return for a second year.
Appointment of Board Members
In accordance with the Constitution, 3 Board members are required to step down in rotation and an election takes place. It was confirmed that there were two places for Cheshire West representatives and one for a representative from another area available. There were 3 nominees from Cheshire West who were able to present a short elevator pitch to the meeting, and those present were invited to select their preferred candidate(s) on the voting slip. 68 valid ballot papers were received and count carried out on 20th October 2026 .

Peter Wilkinson – 63
The successful candidates for 2026 are therefore Jeffrey Hook and Peter Wilkinson. The Executive Board will seek to co-opt an eligible candidate into the remaining vacancy as per the Constitution.
Setting of Affiliation Fees 2027-28
It was resolved by the meeting that there should be a 2.5% (1p) increase as follows:
- 41p per elector
- £41.00 minimum fee
- £1672.60 maximum fee
Motions
Motions can be submitted at any time from 1st April to the first Friday in July on a valid motion submission form for consideration at that year's Annual Meeting. For 2027-2028 the deadline is TBC.
Any Member Council wishing to put forward a motion to the Annual Meeting should ensure that: -
- They provide details of their council meeting where the motion was discussed and resolved
- They have paid the relevant years affiliation fee by 1st July
- They will have someone present and willing to put the motion to the meeting, and a further person to second the motion
Prior to undertaking a motion process Councils are requested to review the current LIST of motions to ensure that you are not duplicating previous submissions.
